The rise of Austria was under the young Maria Theresa. Maria inherited the throne of Austria as well as a patchwork of Hapsburg lands from her father, Charles VI. After marrying her husband, Francis, she was able to surpass the law of the Pragmatic Sanction. She inherited all the lands promised to her after the marriage. Prussia's emergence was at Austria's expense though. Prussia became powerful after the war of the Austrian Succession which in turn led to the Seven Years' War. Russia's emergence was quite different though. Through the use of "Westernization" Peter the Great was able to mold his government around the blueprints of the western society. This enabled him to reform the government and the rest of society by following these ways as well as through the use of absolutism.
